OVERVIEW:

SUMMARY:

The Program Manager (PgM), is responsible and accountable for the successful delivery of assigned programs and projects within defined deliverables and timelines. While working closely across all departments that include Business Development, Regulatory, Finance, Engineering and Operations functions. The PgM supports formal proposal efforts as assigned by the Director of Business Development, that includes interpretation and definition of customer specifications, statement of work, and compliance verification through product concept definition and development and execution to full contract award. The PgM manages customer and contractual obligations and is the focus for managing and delivering against formal USG Programs of Record and Prime Vendor Programs/Contracts as assigned. Demonstrates thorough knowledge of electro-optics technologies.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Program & Project Management:

  • Provide the central focus and management of assigned programs and projects, responsible for compliant, full and timely delivery within defined budgets.
  • Support multiple programs/projects of various complexity.
  • Establish, communicate project/program objectives, and priorities to the team and informs the Senior Management Team.
  • Establish and maintain a project and/or program schedule for each assigned activity/customer.
  • Interpret, translate, and flow down requirements into a Program/Project plan (Integrated Master Schedule).
  • Deployment of program management tools (such as Gantt Master Integrated Program Schedule (MIPS), Work Breakdown Structure (WBS), and other reporting requirements in coordination with internal entities.
  • Effectively coordinates the activities of teams to meet scope/schedule requirements, assigning tasks within defined budgets and resources.
  • Establish and communicate a common understanding among team members regarding program/project tasks timelines and milestones, budgets, and deliverables.
  • Support the successful capture of follow on orders for assigned programs, which includes direct customer engagement as defined by the Director of Business Development.
  • Participate in Engineering Design Reviews and other key project milestones; always providing the Voice of the Customer and identifying and managing project/program risks. 
  • Plan and implement Customer required corrective actions to mitigate schedule, product conformity, budget and technical deficiencies.
  • Be well versed in Product Development Processes, including all phases of development, phase gate exit reviews and release to production.
  • Resource and schedule planning for prospective new opportunities with assigned Business Development Capture Manager as directed by Director of Business Development.
  • Support and inform Order and Sales revenue forecasting.
  • Other duties as assigned.

Proposals & Contract Management:

  • Act as a formal liaison with assigned external customers, and as Point of Contact for formal Programs of Record, with particular emphasis of meeting and executing fully compliant, and timely deliverables within costs.
  • Support Business Development, Engineering and Operations for proposal, design and development, product management, and internal research and development programs.
  • Familiar with US Government Proposal and Contracting processes and procedures, to inform compliant and planning and proposal management efforts including in FARs, DFARs, ITAR, and any applicable laws or regulations.
  • Interpretation of, and compliance with RFP, customer and government technical specifications and government regulations.
  • Be prepared to support assigned Proposal Management efforts. 
  • Define work breakdown structure definition, cost estimation, risk estimation, and high-level schedule creation during proposal development.
  • Reviews customer contracts and proposals to identify gaps to current processes and capabilities and negotiates to ensure BEM expectations are met with respect to revenue and profit contributions, and program maintenance/sustainment requirements.
  • Works with Compliance on contractual provisions for inclusion in final proposals and negotiates with internal stakeholders.
  • Contract Management with the support of General Counsel.
  • Ensure the product design and manufacturing methods are compliant with Customer, Regulatory and Company mandated requirements.
  • Create, compile and publish Contract Data Requirements List (CDRL) documents, providing the necessary oversight.

 Technical Writing & Communication:

  • Expertise in technical writing; and coordinates activities involved in the development and writing of proposals, program status reports, oral presentations, discussions, and white paper development.
  • Support development and release of White Papers as directed by Director of Business Development.

 Business Development & Sales:

  • Supports competitive intelligence activities by gathering, validating, and communicating relevant information.
  • Support the successful capture of follow on orders for assigned programs, which includes direct customer engagement as defined by the Director of Business Development.
  • Participate in Business Development activities including but not limited to travel, hosting, presenting, and conferences.
  •  Performing other duties, as assigned.

SUPERVISORY RESPONSIBILITIES:

This position has no direct supervisory responsibilities but does serve as a coach and mentor for other positions in the department.  May direct the work of teams as assigned.

QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

Bachelor's Degree or Master's Degree in Engineering, Business Management or related field from an accredited college or university, and five to ten years of experience as a Program Manager (in commercial and government environments); or an acceptable combination of education and experience in the defense and/or aerospace industries, ideally with electro-optical technologies.

LANGUAGE SKILLS:

Excellent written, oral and public speaking communications skills are required. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from group of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS:

Ability to work with mathematical concepts such as probability and statistical inference and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY:

Ability to define problems, collect data, establish facts, and draw valid conclusions.  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS:

PMI certified Program Management Professional (PMP) status preferred.

Microsoft Office Suite - Excel, Word, Outlook, PowerPoint, Microsoft Project

This job primarily operates in a professional, office setting, however there are times when the job will require offsite travel to a variety of destinations which may include military or government installations, trade shows or gun ranges.
